Clubcard's engine plus what a forecourt actually needs: the nearest station on a map, today's price per grade, and a receipt history that survives someone losing the paper one. Push for offers, and it all keeps working with one bar of signal.
The L tier adds paying for fuel in the app and a staff console. At 19 weeks that's most of a year of side capacity, so I'd normally ship M first and sell L as a change order once M is earning — you get something live in month four instead of month five.
